An Approved Permit (AP) is a government licence that allows the import of a foreign vehicle into Malaysia. Without an AP, you cannot register a Japan import or any other foreign vehicle.
Types of AP
Franchise AP — Issued to authorised distributors. Tied to specific brands (e.g. Toyota, Honda).
Open AP — Issued to licensed importers. Can be used for any make and model. These are what most recon dealers use.
Who issues APs?
The Ministry of International Trade and Industry (MITI) issues APs. Individual buyers cannot apply directly — you must go through a licensed AP holder.
Cost
Open APs typically cost RM 10,000–15,000 depending on demand. The AP fee is included in your landed cost when importing through a dealer like PAW.
The import process
1. Dealer wins vehicle at Japan auction
2. Vehicle shipped to Malaysia
3. AP applied at port
4. Customs duty and excise duty paid
5. Puspakom inspection (B2 and B7)
6. JPJ registration
7. Vehicle handed over
